Following instructions, I have changed

Security/permissions on the C:\Program Files\Trend Micro\OfficeScan\pccsrv\web\CGI folder
Security/permission on the C:\Program Files\Trend Micro\OfficeScan\pccsrv\Temp folder

Worked.
